Haruka's first Earthly prank was sure to be a big hit. It was worth temporarily stealing those costumes and lanterns. What she intended to do was make it appear she was riding on the back of a gigantic dragon, swinging around a sword. Although she wondered why such a crude weapon as a metal sword was still around in human culture, she couldn't deny that it looked pretty awesome when swinging it around on top of a gigantic airborne lizard.
She was about to go into action. She'd secured some gravity generators from the ship, without Eiji knowing of course, and attached them to a rather convincing replica of a dragon she'd found out in the trash. She had attached the generators to the underside of the beast and had proceeded to ride on top of it, right above the heads of dozens of passers-by.
"Behold! The mighty dragon lord is return!" she yelled in broken English. She still didn't have that much of a grasp on the languages of Earth.

Sayako arrived on the scene and sighed, before speaking into her Twin Brace. "False alarm, Colon," she says. "That's no monster, just someone fooling around with one of those dragon costumes they have at festivals sometimes."
"Oh... of course," Colon answered, sounding a bit embarrassed. "But there aren't any festivals going on right now!"
"Exactly... HEY!" Sayako shouted up toward the person flying the dragon around. "What do you think you're doing causing a disturbance like this?!"

"I am mighty lord of dragons!" Haruka said with a cheerful cry. "Kneel before Zod!" In their scans of Earth culture and language, they had come across that phrase and assumed it meant acknowledgement of one's leader.

Terumi sighed. It had to be on his day off that some nutter nabbed a festival float from the trash and made it fly. Regardless, it was delegated to him to handle it, since he was closest. With another sigh, he transported his Ichigan Buster, taking aim at a bit that seemed mechanical sticking out of the bottom, and firing.

"Look..." Sayako says, getting frustrated by Haruka's antics. "Just get down from there before-" And suddenly there's some kind of laser blast! Sayako turns her head quickly to see where it came from, before looking back to see what it hit.

"What? No!" Haruka shouted as the dragon went down, stopping short of a taiyaki stand. "I was enjoying that!"

Still out of sight, Terumi decided it best to transport his uniform as well, and then pulled out a small device from one of his pouches, hooking one end to the edge of the roof and hopping over the side, sliding down at a reasonable speed with the help of the device.

"You may have been enjoying it," Sayako said, jogging toward the crashed dragon, "but you were also causing some serious trouble. You could have really scared some people!"

"That's the point!" Haruka protested. "It's a prank of galactic proportions."

Hearing the conversation, Terumi simply facepalmed. "Oi, you're in violation of multiple laws, including disturbing the peace, operation of a flying vehicle without a permit, illegal use of antigravity equipment, and endangering civilians. Put your hands above your head and walk away from the fake dragon."

Sayako backs off. Clearly this is some sort of cop, so she'll let him do his job, though she doesn't go too far away in case she's needed as a witness or something. "I didn't know there were laws about antigravity equipment," she says. "I'll have to keep that in mind, though it's not exactly my area of expertise."

"You Earth authorities are so mean." Haruka pouted, doing as she was told.

"Says the one who interrupted my first day off in three months. And yes, antigravity equipment is classed as a grade-3 danger level, due to possibility of dangerous misuse or criminal intent." Terumi spoke sharply, still rather obviously irritated.
